Subject: [PATCH] Add Cloudflare Workers deploy config and Gitea Actions
 workflow

Adds wrangler.toml (static asset deploy config for the portfolio
Worker) and .gitea/workflows/deploy.yml so pushes to main
automatically redeploy the site via wrangler-action.
